Code of ethics for the publication of Metrology & Measurement Technology
In order to strengthen the construction of academic integrity of the Metrology & Measurement Technology, standardize the process of paper writing, submission, editing, review and publication, and prevent academic misconduct, this journal formulates the ethical morality for the authors, editors, reviewers and publishers of the Metrology & Measurement Technology according to the relevant contents of the Code of ethics for publishing scientific and Technological Journals in combination with the actual situation of this journal.
1. "Publishing ethics" in this specification refers to the ethical standards, professional ethics and code of conduct that all parties should follow in the publishing of scientific and technological journals.
2. Academic misconducts refer to the behaviors that violate academic morality and professional ethics. They generally refer to the three behaviors of fabrication, falsification and plagiarism.1. Fabrication refers to fabricating data out of thin air; 2. Falsification refers to altering or misinterpreting data by means of counterfeiting; 3. Plagiarism refers to the act of stealing or modifying others' works as one’s own, completely or partially copying others' works or changing their form or content to a certain extent in the same way of use, including viewpoint plagiarism, paragraph plagiarism and full-text plagiarism. The specific manifestations are: plagiarism, forgery, tampering, improper signature, multiple submissions of one manuscript, repeated publication, split publication, violation of relevant research ethics, etc.
3. The journal refuses to include manuscripts with a text reproduction ratio of more than 10%. For manuscripts with a reproduction ratio of less than 10%, consideration should also be given to: 1. whether the repeated part is the main result and viewpoint. If yes, it cannot be published;2. delete the duplicate content and express it with references to see if the rest can support a paper. If not, it has no publishing value.
4. Conflict of interest refers to the conflict between different individuals or groups in scientific activities, or between individuals and groups between secondary interests (such as economic interests, friendship, family affection, etc.) and the main interests represented by their duties (such as ensuring the objectivity of research results, etc.).
1、 Authors ethics
1. Authors shall be responsible for the authenticity of the paper and be responsible for cooperating with the editorial department to provide the original pictures, original data, the project task assignment book, project name, approval number and other supporting materials, by which the paper is funded.
2. When submitting a manuscript, authors shall submit the Authorization for exclusive use of the copyright of the paper signed by all of the authors. In addition to proving the authenticity of the manuscript content (data and authors information), authors shall also prove that there is no multi submission of the manuscript, no confidentiality issues, no dispute over the authorships, etc.
3. Authors shall abide by the principle of "Five Prohibitions": no third party is allowed to write the paper; It is not allowed to submit papers on behalf of a third party; No third party is allowed to modify the content of the paper; It is not allowed to provide false peer reviewer information; It is not allowed to violate the morality of papers authorships(see articles 4-7), and the authors names of non-substantive academic contributors on the paper are resolutely resisted.
4. The authors must be a substantial contributors to the paper, including: 1. an important contributor to the idea or design of the research work; or those who obtain, analyze or interpret data for the research; 2. the drafter of the research paper or the reviser of the paper on important intellectual content; 3. the finalizer for the version to be published; 4. those who agree to take responsibility for all aspects of the research work to ensure that issues related to the accuracy or integrity of any part of the paper are properly investigated and resolved. Those who fail to meet the above four criteria (such as those who only provide technical assistance to the paper or provide financial and material support) should not be listed as authors.
5. In principle, the authors names shall be ranked according to the contribution, which shall be jointly agreed by the authors and determined at the time of submission. After submission or publication, the order of the authors names and their affiliations shall not be changed generally. If it is necessary to change, the main person in charge of the paper (the first author and corresponding author) shall submit a written change application to the editorial department, state the reasons, and have all the authors (including the change of book name) sign and confirm the change. It shall not be changed in the revised manuscript without authorization.
6. Generally, only one corresponding author is marked in the paper. If the results of the paper come from the cooperative research of multi institutions or companies and there is indeed more than one corresponding author, at most more two corresponding authors can be considered. The additional correspondents should be the academic leaders of different research institutions or different research groups for cooperative research.
7. The authors shall indicate the authors names and their affiliations when submitting a manuscript. The authors affiliations shall be related to the research content of the paper. If not, the authors shall explain their contributions in the research, or the authors affiliations shall issue a certificate to prove that the authors have indeed engaged in the research.
8. If the institutions to which the authors are affiliated to are inconsistent with the institutions that have completed the topic selection, research scheme design, research work and provide research conditions (such as graduate students leaving the training groups, refresher students, visiting scholars, cooperative research, etc.), the institution that has provided research conditions and completed research work shall be the first signing affiliation;
9. The author should declare whether there is a conflict of interest when submitting a manuscript. If there is a conflict of interest, all economic interests that may affect the research results shall be stated (whether some companies give any financial sponsorship in terms of experimental design and implementation, data processing, article writing and publication, etc.);
10. If authors have any objection to the review opinions and results, they can submit a written statement to the editorial department and make a detailed explanation for each review opinion.
2、 Reviewers’ ethics
1. The reviewers shall make an honest, objective and fair evaluation of the manuscripts based on the principle of maintaining academic integrity and respecting academic freedom. No prejudice or discrimination against the author's country, institution, race, religion, political belief, gender, etc., and no disclosure of the author's research content are allowed.
2. When there is a conflict of interest between one reviewer and the authors (such as kinship, teacher-student relationship, alumni relationship, colleague relationship and competitive relationship), in order to ensure the fairness of the review, the reviewers should consult the editorial department in time to obtain further suggestions.
3. When reviewers find that the author's research is similar to their own, the review opinions shall not contain unconfirmed or malicious criticism and unfair content, so as to avoid making unfounded allegations.
4. Reviewers shall review the manuscript in time according to the agreement. If the manuscript cannot be reviewed and returned on time, reviewers shall inform the editorial department in time and waive the right for review. The reviewers can be recommended. Without the consent of the editorial department, the reviewers shall not entrust their students and colleagues to review on their behalf.
5. When the reviewers encounter the manuscript they have reviewed, they are obliged to report the situation to the editorial department and fill in the review opinions according to the journal collection standards.
3、 Editors’ ethics
1. Editors shall handle each manuscript fairly, impartially and timely, and make the decision of accepting or rejecting the manuscript according to the importance, originality, scientificalness, timeliness, readability, authenticity of the research and its relevance to the journal.
2. Editors should abide by the principle of confidentiality. On the one hand, they should strictly keep the information of reviewers confidential; On the other hand, the authors research content should be kept confidential.
3. Editors shall not be driven by interests to interfere with peer review, and strive to ensure the independent review of peer reviewers to keep the fairness and impartiality of peer review.
4. For the reviewers recommended by the authors, the editor shall verify whether the reviewer information is true, and decide whether or not to use the recommended reviewer according to his or her research field and whether or not there is a conflict of interest with the authors. If the authors request to avoid a reviewer reviewing his manuscript, and this request is reasonable, the editor should agree to it.
5. When selecting the paper reviewers, the editor shall try to avoid that they come from the same company or institution as the authors, and shall not select authors as the reviewers.
6. When there is a conflict of interest between the editor and the authors (such as kinship, teacher-student relationship, alumni relationship, colleague relationship and competitive relationship), the editor shall avoid dealing with the manuscript.
7. Editors should treat the authors appeal with caution, and organize a collective discussion or invite the reviewers to review it again.
8. Editors have the responsibility to avoid academic misconduct such as multiple submissions and repeated publication, and should conduct duplication check and review of the papers initially submitted and the papers to be published twice.
9. Editors have the obligation to remind the authors of possible copyright and intellectual property problems after changing the authors, their affiliations and their order.
10. Editors shall provide the authors with detailed modification opinions or reasons for rejection as far as possible.
11. Editors shall objectively state the situation of manuscript review, and shall not personally evaluate or verbally attack the reviewers and authors.
4、 Publisher ethics
1. The journal strictly follows the objectivity and impartiality of the paper review process.
2. If academic misconduct is found in a finalized and accepted manuscript, the journal has the right to reject the manuscript and notify the authors affiliations and relevant journals.
3. For published papers, if academic misconduct is found, the journal will withdraw the paper and publish a withdrawal statement.
4. Publisher should issue the detailed guide required by the authors (such as submission guide, writing guide, etc.) and update it in time.
5. Publisher should formulate a mechanism to manage the conflicts of interest among its editors, authors, reviewers and editorial board members.

This specification shall be implemented from the date of its promulgation.
