In order to find the qualification of the optical film theodolite in the daily maintenance, this paper proposes a simple approach to read all the measurement data precisely by scanning the film into bitmap and combining with the image manipulation technology. It emphasizes the method of bilevel image processing and reads the value of undershoot by the correlation method.
