According to the aim, the cost-effectiveness decision-making and estabilished for martial metrological-support, and we study its first step optimization research of model is concrete implementing. Considering the situation,where LCC cannot be assessed quantitatively, a kind of multiattribute assessment method for cost-efectiveness decision-making is proposed. This method can join with MITA which could determine the factors weight and TOPSIS which could give qualitative attributes such as LCC and can deal with imperfect index preference relationship. This method by the example can improve the validity and the precision of effectiveness evaluation, and it is of some reference value to the related research and decision departments.
